1. Talk to Rizraell under the World Tree in the Elven Village.
2. Hunt Lireins (lvl 18 aggressive) and Lirein Ribes (lvl 19 aggressive) and collect Wind Shards. You can find them in great numbers near the 3 bridges north of Gludio.
3. Return to Rizraell at any time and turn in the shards for 30 adena each.
You can continue to do this quest indefinitely and return with any number of shards at any time.
