where does one find dagger of mana?

Can this be bought in store somewhere or only from drop or PC selling it from a drop?

or player stores

or drop, don't know what drops it

it's kind of rare, I have only seen a few

Thanks. Will check Giran again. Did not hink I saw it in shops.

Right now looking for stores.

Is dropped by think a lvl 35 mob (forget which) and one other, but chances for drop not that low.
