What he means is it isn't worthwhile if you are new to the game. Especially if you aren't over lvl 60 and don't know the server's politics. You'll just waste cash.

Yup, you'll totally cripple your toon trying to level your clan up, and there's no chance you'd make it past clan level 3 without a good base of clan members (at least 10 in the 40-60 level range) to do the level 4 and 5 clan quests.
